Position Overview:
Summary
As a Sustainability Program Specialist, you will operate as a specialist in the areas of sustainability providing counsel on projects pertaining to property management of government owned and leased buildings.
Location of position: Public Buildings Service, Facilities Management and Service Program Division, in one of the locations listed.
Location will be determined at time of selection.
We are currently filling two vacancies, but additional vacancies may be filled as needed.
Responsibilities
Assist in the coordination of sustainability initiatives including strategies for construction, leasing, and ongoing operations of existing buildings.
Apply a wide range of qualitative and/or quantitative methods to assess and improve the sustainability program’s effectiveness and management processes, projects, and systems. Review submissions for studies and design and construction contracts involving sustainability properties.
Perform professional studies to improve and validate existing programs, operating procedures, work methods and policies to enhance the excellence of and compliance with state of the art design and construction excellence and environmental considerations, impacting Federal facilities under the stewardship of the General Services Administration.
Assess compliance with established national policies, principles and goals, and professional standards in conjunction with sustainability initiatives.
Administer, implement, monitor, and measure the effectiveness of a broad range of facilities and building programs and services for adherence design/construction standards, and organizational operating practices. Address a wide range of compliance, consumption, and building systems/equipment issues inherent to the operations of federally owned buildings.
Interpret laws, regulations, and other operating guidelines established by the Federal government and GSA Central Office and provides expert advice and guidance to regional/Central Office personnel relative to the sustainability programs managed.
Evaluate new or modified legislation, proposed regulations, or agency guidance for projected impact upon the organization’s programs, services and resources. Coordinate with management and other program areas and offices to determine the impact of the changes and develop implementation plans.
Coordinate with Central Office and/or other regional program components such as Real Estate Acquisition, Design and Construction, Facilities Management, Portfolio Management, and other PBS Divisions and field offices to assure regional compliance with laws, regulations, and GSA performance measures.
Identify measurements and metrics to track and validate adherence to laws, regulations and GSA performance measures and reports organizational performance and compliance to GSA Central Office and reporting agencies/authorities.
Assists in the development of position papers and educational and promotional material directed towards GSA managers, personnel, and client agencies to increase sustainability awareness.
Prepare annual reports, briefings, and publicity material profiling sustainability activities.
Plan, organize, and coordinates public outreach/education activities and events related to the Sustainability Program.
Conduct briefings, discussions and negotiations with agency representatives, GSA personnel, contract Architecture & Engineering (A/E) and construction firms and other external organizations such as sustainability/environmental advocacy groups and local governmental entities.
Collaborate and partner with GSA personnel to identify and implement sustainable business practices.
Exercise full responsibility for administration and management of assigned projects.

Oversee development of project requirements for client organizations. Consult with organizations to integrate broad GSA program objectives into project plans, objectives and schedules.
Utilize Critical Path Method (CPM)-type or other automated management information systems for progress/status tracking and analysis of assigned projects.
